When they first introduced welfare the only way the blacks could get it was if there was no father in the house. So black fathers stopped taking care of their kids and their women went on government handouts and over time this became the norm for them and now they're a completely fucked up criminal culture because they're all men raised without fathers by irresponsible women.

Basically they gave up. The black leaders that wanted to overcome and hold themselves to a higher standard were replaced by people who made excuses for their bad behavior and told them all their problems were whitey's fault and that everything would be okay if they just kept voting Democrat so they could get more government handouts; but of course they never get enough handouts to actually rise out of poverty just enough to keep them hanging on and voting Democrat.
