W is basically lowlight's favorite because he designed her back in the Girls Frontline days, she was supposed to be part of the AR team but didn't make the cut.
If you look at most of Lowlight's old art before HG got founded you can see a lot of designs that ended up getting turned into Arknights characters. W was also just popular in general after the game came out so it's a no brainer she gets so much favoritism.
