VTMB2 isn't low budget at all. Across the two versions they've spent at least 150 million.

VTMB2 is sorta like Crysis 2 or Far Cry 2 or Doom 2016 or Metroid Prime or Resident Evil 4 or Mass Effect 2 or Fallout 3 or any number of other games. Where it's (allegedly) this exceptional game but they made a noticeably different style of game to what fans had expected.

Some VTMB fans are just assmad because the game they wanted (which was terrible, let's be clear, the Hardsuit Labs Bloodlines 2 was utter dogshit in every aspect) was cancelled, was diablerized, and in its place is this radically different vision of Bloodlines 2 by a new team. It's still recognizably Bloodlines 2 in a lot of ways, but like those other games I mentioned it's a reinvention. Resident Evil 4 had absolutely none of the things that classic RE fans liked or wanted. It was a bold new vision of RE that was kinda similar to the (for some reason) controversial Resident Evil movies.
