They don't have to release a bunch for every character, but in cases where they characters in game wearing different outfits either actually modeled or in stills like Phrolava and Carly Noire fuck Solon you dog there is no reason to not give people love character more ways to enjoy them. It's not like they're doing character missions along outfits so it's not that much work to them when they know they're going be showing off different outfits in game.
