yes it is what the hell does not farmable mean to you? just run the 7.0 dungeons with duty support and you'll get them within a few runs because you get all of the drops. you don't even need full 690 to start doing light heavyweight normal, the ilevel reqs are only 685 so you can even enter with a few pieces from leveling dungeons. the game is designed to handhold you with gear so that you can't get locked out of not progressing. i'm honestly impressed that you somehow managed to mess your own shit up so hard that you did the ffxiv equivalent of locking yourself out of your house with one of these
