In understaffed instutitioms, babies raised without parental care have an extremely high mortality rate compared to those raised by their parents. It's not due to clerical mistakes, nor a case of neglect where someone wasn't watching over them. They often catch colds, which develops into pneumonia, and die. At a much higher rate than babies who get pneumonia while living with their parents.
