Russia knows that once the enemy is dead, they can take everything, and right now the US isn't offering anything really worthy of Russian withdrawal and the Ukraine is giving pie-in-the-sky maximalistic plans for peace that are never going to work for them. The State Dept.'s view even seems to be skewed by the fact they've been a little less jingoistic lately: They had originally sought to occupy much of Russia, including undisputed territories and all disputed territories, but now they're insisting they can settle for a partial Russian withdrawal. Meanwhile Russia still has a substantial "all of Ukraine" movement and actually can achieve that goal, but needs something to bring home to show to the people and say "Look! We got something better from the deal!" instead of annexing the Ukraine completely.
Russia's demands are very simple:
1. No more treatment as an enemy state
2. No more attacks on Russian territory
3. Withdrawal from all occupied territories
In reality however, the Ukraine is even treating many of Russia's offers for concessions as demands, such as the corpse exchange deal for KIA/DOW.
