In the manga, even Super Buu eclipsed SS3 Goku. There was a filler scene in the anime which showed SS2 Goku and Vegeta could beat Super Buu, which is just absurd. Remember, Toei does not care about continuity or canon, they just want to put cool stuff on the screen, at the expense of plot and consistency.
