That's kind in the whole concept of net tax payer, if you take more money than you put in, you are not a net taxpayer anymore, thus you don't vote. This system also gives everyone a path to redemption.

I'd say that people just shouldn't vote any politician who doesn't have a family (no adoptions).
This is a good general rule to go by. It doesn't filter out all the bad ones, but the ones filtered out are all bad ones.
