The vast majority of skeletons that 'live' on the realm do not have healthy or even intact souls. Necromancers will deliberately use the bare minimum to make a body operate for their needs.
Most skeletons dont even have eyes and cannot see for themselves, much less operate for themselves.
Well constructed undeads, will full souls (such as myself), are the lucky ones, dare I say privileged.
