It's different here. A non-time traveling Towa is snowballing changes in Tuffle Quest alongside Maple, its protagonist. Gero was arrested once RRA was dealt with, but Towa freed him and he now works for her to help her out in the creation of bio androids, which will eventually lead to the creation of Mira. So Gero is a threat earlier, causing trouble here and there, and neither Pendulum Room or Dragon Balls are suggested to be used to find him, and while you can make excuses for dragon balls (Since you may need those wishes for another threat), there's just no excuse for Pendulum Room since as far as I've read, it can be used freely.
