This starts with a top-right to extreme left flow with an arched body following inertia; then the second panel is kinda redundant by repeating the first, and then the real problem is the third, where the inertia shown shifts by 90° compared to the perspective and forces this bad unflow of the eye upwards; then it zooms on Sasuke, slowing down with 2 baloons and then it again goes wrong by going against the flow with Naruto moving with his body arched against the right-left flow and with his inertia towards the top right, were our eyes are coming from.
The last two panels are were the action goes to die, being yet again redundant and only showing the aftermath of an action with minimal buildup; at least the very last shot prepares the page-turning, so it not a total disaster
