meanwhile japanese tourists in other countries

Why do they travel to other countries to kill local cats? I mean I understand it's a part of their culture. They eat cats instead of dogs like other asians do but they shouldn't do this shit outside of their islands at least. Cats are seen as pets in the rest of the world.
Have you ever seen a Japanese tourist or an expat harassing cats in your country?
