No, the loser takes more casualties and the winner, because most casualties are not inflicted during a battle but in the direct aftermath of the battle. The 3:1 rule accounts for the disparity in strength between the stationary, fortified defendery and the mobile, unprotected attacker. It doesn't mean the attacker will lose 3 x more men. Thus we come in the situation where the russians, though perhaps having lost more men in the initial assault, have utterly outmanoevred the hohols (again) and will now flatten whoever was unfortunate enough to get trapped in the kotel with FABs and drones
