he's putin's puppet. they swapped jobs for a bit before putin rewrote the law. he threatens to nuke kiev weekly on telegram, but my understanding is he doesn't really have a base of supporters. putin has actually enacted a lot of laws to ensure nobody will ever have as much unilateral power as him. a ruskie can prolly explain it better.
