It's a known weakness of carousel storage. Storing the ammo radially allows the use of an auto-loader mechanism that substantially increases your volume of fire but also makes doing stuff like blowout panel storage... probably basically impossible? During the Cold War I suspect this tradeoff made some sense (along with the fact that lives have always been cheap in Russia) but with modern precision munitions it seems to basically be a non-starter.

Also you don't have to hit at a particular angle exactly, rather you have to hit the ammo ring, which is in the center of the tank.
