Hugo has his faults. Hell he was a monarchist when he started. He only joined the "left" after he understood that the conservatist party where made out of thieves and liars.
It is extremely clear when you read him. He likes France above all else, pays lip service to "socialism" mainly because he has the same opponents, but his opposition to Napoléon III is an opposition to evil, not an opposition based on political sensibility
