But instead they released Chapter 1 in 2018 because he realized the scope of the game was too large for him to approach it like they did with Undertale and needed help. Even more important to his personal contribution, his chronic wrist issues became debilitating and he is physically no longer able to work like he had before, relying on text-to-speech software and delegating (or dictating) a lot of the computer work that he would have done himself.
Toby has not been a direct bottleneck on development for a long time, but his extensive personal oversight of the team of people working to realize his dream game, his greater-than-normal involvement with the game's Japanese translation, and his inexperience as a project manager working with a lot of friends and similarly inexperienced artists have certainly all contributed to an extraordinarily long/slow pace of development. Some of this has been addressed like hiring an actual project manager in 2023(?) to get the team's shit together, but this is fundamentally an indie project with no real oversight or deadlines to meet, he's not going to sell out to Nintendo to get the project he's been working toward for 15 years over with a little faster.
