Maybe they just don't pvp and climbed initially and then all they've done is fallen.
Hard to say though, there was a newfag posting some pvp stuff a few nights ago where some guy twice his level lost to him - never sure if that's because some people just REALLY have no idea what students to put up or if it's them putting up joke comps or something.

2% difference in both damage done / taken per level unless my brain is too rotten to remember right, which considering I'm listening to Michiru blabber on repeat isn't an unreasonable assumption.
