and in Matthew 23:35, He says, "And so upon you will come all the righteous blood shed on the earth..." Jesus literally says Jerusalem is guilty of "all the righteous blood shed on the earth," and Revelation says the Whore is guilty of the "blood of prophets and saints." It's the same charge against the same city. Third, the text literally identifies the city. John doesn't even hide it. The "Whore" is called "the great city" in Revelation 17:18. John tells you exactly which city this is in Revelation 11:8: "And their dead bodies will lie in the street of the great city which spiritually is called Sodom and Egypt, where also their Lord was crucified." There is only one city on earth where our Lord was crucified because its Jerusalem. And before you even say "But muh seven hills!1" the "seven hills" in Revelation 17:9 doesn't just mean Rome.

Jerusalem also sits on seven hills (Mount Scopus, Mount Olivet, Mount of Corruption, Mount Ophel, Mount Zion, the New Mount Zion, and the Antonia Fortress hill). This was a known fact. For another, the text immediately explains the symbol. It's not just geographical. Revelation 17:10 says, "they are also seven kings." Mountains in biblical prophecy are symbols for kingdoms, as seen in Daniel 2:35. The "Whore" (Apostate Jerusalem) was "riding" or making corrupt alliances with the "Beast" (Pagan Rome) which itself was the heir of the great world kingdoms (the "mountains").

The Whore isn't Rome. The Whore is 1st-century apostate Jerusalem. The Beast she rides is Pagan Rome. The prophecy is about the Whore (Jerusalem) being destroyed by the Beast (Rome) in 70 AD as God's judgment for killing the Messiah. The Church in Rome is the "Church that is at Babylon" (1 Peter 5:13), the faithful bride living in the heart of the pagan empire, not the Whore.
