Africans are more or less like nomadic neanderthals. They form a small group, go somewhere, eat and drink everything they can find at that place, then pack up and go somewhere else; rinse and repeat. They can't build or maintain anything, so they have to keep moving.

Then, North America and Europe started giving them humanitarian aid and building stuff for them. It was like the nomadic neanderthals found a place with infinite food and a perfect shelter, so they started doing what any animal would do in the same condition: reproducing as much as they could, and that completely fucked up the system. You give them enough, and they'll keep reproducing until what you're giving them isn't enough anymore.
