... it IS safer... for many... at the cost of a lot of liberties and the punishment for fuck ups is decidedly way more brutal... that whole thing about in vs outgroups is that if you dont stand to benefit, those that do may be bewildered that you dont care for the system. so lets look at it from a non ncr, non legion POV. legion life may very well be great for some inside but how are you supposed to react when legion shows up and goes 'ok your way of life is going to drastically change whether you like it or not'
NCR at least pretends to give you a choice and wont end up with you on a pole if you step out of line, and NCR territory in the west where they can adequately protect it is safe as well.
