Fundamental differences between Republican and Democrat proposals to end the shutdown:
1. Democrat proposal reauthorizes multiple government programs which have been expired for multiple years, such as subprograms under various agencies which don't actually employ any employees at present. In effect, it grows the government rather than merely providing it with a continued budget. The GOP proposal only continues current govt programs.
2. Democrat proposal repeals much of the BBB, including all of its healthcare provisions,
3. Democrat proposal includes many renewals (including perpetual extensions) of tax credits and other things which are not needed to continue the government, including renewing credits which are not expiring and removing means tests for credits created by Obamacare to allow rich people to use Obamacare credits. Many provisions extended under the Democrat bill do not expire until January or later. However, they wish to continue to allow the specter of a shutdown on November 1 as a condition of allowing these permanent provisions to pass.
4. Many increases to welfare spending under the Democrat proposal last until 2028. However, most of the government would be funded only until November 1. The GOP proposal instead extends government funding until November 21, an additional 20 days.
5. Democrats extend a lot of pet programs and grift. Republicans keep it real.
