She actively goes out of her way to improve things, like stopping wild animals from becoming youkai that would attack humans. The worst we see her, outside of her whole complex about her past and projecting all her sins onto her arm, is the killing of the one dragon that was getting unruly, and the crushing of the vengeful spirits, and the latter with retrospect just feels like ZUN trying to do the same sort of "oooh is she good or bad" shit he's been trying to tease with what side Miyoi will end on. It's the usual non-committal writing.
