If you need resources or materials, enter one of the dungeons in these series of quests. Lower level materials are much cheaper and easier to obtain, so you shouldn't have a hard time obtaining any of the light stones you need to upgrade it at all.

Browser would necessitate you having a DMM account to play it on, so unfortunately no, you cannot reroll in the browser. You can only reroll on the SFW versions. While on that, I didn't have anything like my email tied to an account, so I'm not sure what's happened there. But you can link a DMM account to a save file on the SFW Phone version later on if you need to, unless the DMM account has already been linked up with a different one.
