i thought you were 4090 guy. if by cutting the fps down you mean changing the length, the number of frames, then yes you could do that. the fps setting has no bearing on the generated frames. if you genned a video then changed the fps setting and genned it again it would create the exact same video in the same amount of time, it would just be shorter and faster.
