Correct. Their pager attack is only infamous for how many social and military norms it violated. Imagine if one state leader assassinates another state leader during a meeting between warring countries. Is this a "brilliant innovation"? No, it's just something so heinous that no one seriously considered doing it before.

As an example, in 2010 Russia unveiled their "Club-K" system which fit a pair of Kh-35 missiles (anti ship variants) into standard shipping containers. This would have allowed Russia to sneak these missiles very close by their targets via civilian shipping thus violating both "war laws" and basic morality. Russia got roundly panned by many countries for even demonstrating such a system and Russia in turn claimed it was just a PoC and not a serious new direction.

Of course over a decade later we had ukrops launch a disguised drone attack from civilian transport vehicles (container homes in that case) to applause of the same wectoids who (correctly) criticized Club-K. Womp-womp...
