He is from Osaka, and the clown is named Kuidaore Taro, and has become sort of a mascot for the city. Originally a mascot for a restaraunt, after it's shut down the statue was relocated in the main metro station. This was requested by locals who had grown attached to it. Okubo dressed up as him to represent his hometown.
