not sure where to post this I'm not a re/g/ular but didn't seem worth its own thread

my old phone crapped out so I bought a refurbished one to get by. motorola g15.
what the fuck is this notification that keeps coming up about? I cannot disable it, I cannot remove the app that causes it (even though I have disabled the battery saving options on it, it keeps sending me notifactions. Why?)

and most frustrating of all is this doesn't seem to be a common issue. when I google it there are basically no results with this exact issue

any ideas on what to do
