The biggest fragmenter of the HRE was the Church. Today Christjews refer to it as 'Caesaropapism'. The Russian Tsar was just a Caesaropapist, as is the King of England, who was run out by bankers and Puritans, making way for Cromwell.

It is a counter to 'throne and altar' thrown around by Byzantium cucks.
