I would not be a healthy relationship, since they do not seem very compatible. But I could see BtS era Chloe getting attached to Steph rather then Rachel.
But honestly, I think they make for a pretty bad and boring ship.

Chloe and Victoria is a hella toxic ship. But at-least it is fun and interesting.
