So she should just abandon her kingdom? That would invalidate the decision she made at the end of the Alabasta Arc/Saga. In confirming her fealty to Alabasta as its princess and prospective queen, she's basically married to Alabasta. You can't expect her to go "Alabasta is fucked? Welp, time to go join Luffy now!". That would be crooked of her, and bad writing on Oda's part. That's not who Vivi is.

It's not an arbitrary rule, it's an empirical observation. A D has never served another D. Furthermore, aside from her being a D, Imu's obsession with her (alongside Luffy, Teach, and Shirahoshi) has made her overqualified in significance to be Anyone's crewmate.

Power levels aren't meaningless, they're merely fluid. Vivi doesn't hold a candle to Nami or to Usopp, and cannot be expected to pull her own weight as a Yonkou crewmate.
