Could be a lot of things. I guess the real question would be "bad' how? Are they just poorly written from a basic English competency point of view? Are they out of character? Do they have bad dialogue or really dumb plots? It could be that stuff like Voyager and Xena get a pool of writers who are into fantasy/sci-fi and maybe read more or have more active imaginations, are more narratively inclined, and stuff like Glee gets watched by people who are really into character-based drama and interpersonal narratives so they also can write decently, but the sort of people watching SVU are more... looking to have a crime story told to them? The genre as a whole is less concerned with story or characters and more concerned with the individual instances of interesting crimes/motivations/detective work, so maybe the people coming from that audience who are trying their hand at fanfiction have less of a well to pull from. Or maybe the settings and characters themselves just facilitate decent fics easier or less.
I found that the quality of TOH fics seemed to average really low when I tried reading some of them, which I found a bit odd because I feel like the group writing fics for that must be pretty similar if not the same people as those writing like, RWBY fics which seemed a noticeable step up in comparison, or Catradora fics which were definitely much better.
