The episode was good because it was played straight. They wanted to make a genuinely cool Conan-like anime, and all the effort put into the world and designs was palpable. It must be first PSG episode with no jokes at all, even Panty being a manly muscleman wasn't played for laughs like in Shoot for Yesterday.

I'm trying to figure out what exactly was the story here.
What's certain is that Scanty/Kneesocks went around the country collecting eggs, in order to bathe in them. From the same pool where they bathed emerged a giant egg from which they came out turned into a dragon. As proven by the flashback they could already turn into a dragon before, but probably after being wounded by Panty they couldn't anymore. The other important element in the flashback is the egg they're holding, which from the color obviously was the one from which dragon Stocking came from. Now, did Scanty/Kneesocks actually lay that egg, making them her mother? They were holding the egg in dragon form before turning into humans, and they were sweaty and with a happy expression. After Panty made them drop the egg they looked desperate, so it must have been really important. But obviously they weren't planning to use it like the other eggs to bathe, since they already could turn into a dragon. This makes me lean towards the mother/daughter theory.
