It absolutely was not in the UK or USA, at least when I was a kid / teenager. We got some dubbed shows like Macross and stuff, but it wasn't even considered anime. Just a wierd cartoon. I'm talking early / mid 90s.
We had Samurai Pizza Cats when I was a kid, but that was just the voice actors making up the plot as they went along because no one could be bothered to pay to get it translated.
Bear in mind that before the internet was a mainstream thing there was very little you could actually do to find out more about a specific show, let alone find new anime that wasn't dubbed trash.
