Why would Soviets do it when they made Ukrainians and Ukraine from scratch in the first place? They took Russians in Southern Russian regions and turned them to Ukrainians, enforcing a made up language, giving benefirs ones who agreed and persecuting ones who didn't. The project was successful. New Russia (Novorossia) and Little Russia (Malorossia) were teared away from Russia.
