Pull a reverse Rainbow Warrior and sink the boats at their moorings. Could be as simple as sneaking aboard while the crew are at home and destroying the pumps with a hammer. Or if you can't get onboard, buy a wetsuit, swim up to the ship at its dock and duct tape a homemade bomb to the hull.
