Amber is an on-field DPS since her burst lasts for 2 seconds and has a 12 second cooldown.
Her only off-field damage is an abysmally scaling single blast from her skill.
Her skill is a taunt that has 8 second uptime with a 15 second cooldown. 20% CD reduction at C4. This skill's damage is balanced around doing 200% it's normal scaling via manual detonation by Amber so she also wants to be on-field to do this.
Manually detonating Baron Bunny does not deal weak point damage, which all her damage is balanced around focusing on.
In short, Ganyu has Amber's kit but every part of it is better, to the point that Ganyu can be built to be on or off-field. However Ganyu is still not generally considered viable despite this. As an on-fielder and a pyro character, Yoimiya is also just a direct upgrade despite being demonstrably worse at aimed fire.
There is no niche that Amber could fill, she has to be the main attraction, any team that she is included it must be bent towards making her stronger and she simply will never have the statistical superiority to allow that to be viable in the face of any competition.
She has some pretty good lewds though. That futa one with Lisa is one of my favorites.
