Actually that's an ironic joke she's making, real boomer style humor. Also facial tics. Car 54 Where Are You / The Addams Family style early 60's humor. Someone would come up to you in the schoolyard (grade 5 so '63) and you'dd bob your head like you were a spaz. See? I said spaz. Nobody says spaz anymore do they? I'm a real boomer.

When I saw her do that originally and even more so now I think she's making an ironic, even sarcastic joke on the reporters. There was this guy that grew up to be a really good rugby player that got his PhD in math that would do that all the time when someone did or said something really exceptionally stupid.

That's how I see it anyway. Not a sign of some neuological tic. It's more like Trump giving a comment at a speech about some odious reporter and mocking his spastic arm and hand.
