If we were to assume a technological society requires existing within an error space that never requires a correction, the probability of any correction to a normal configuration relies entirely on the energy used to supply that system. If we do not have the energy we cannot afford to make such a mistake. An infinite amount of energy consumption only produce a maximum amount of error. All living systems resist entropy by repeating form. A system will usually allocate a certain amount of energy to propagate backwards for error correction, but under certain conditions this fails to occur. This is called control and we understand this as governance.
