Exactly, Mecha Freeza was beast by himself and he also had his dad as back up this time so the chance of them pulling some bullshit was severely cut. It's part of why the scene is so iconic. Toriyama did a fantastic job building up to it. I also like how Cell has little bits of King Cold in him like his nose when he gets large against ssj2 Gohan. Fun stuff.
