To clarify, 28/35 yeah votes is exactly 80% approval.
In order for the 2 week activation timer to start on any XRPL amendment, it must be OVER 80%.
Basically, Credentials needs 1 more vote to start the activation timer.
Then it needs to stay above 80% approval for the entire 2 weeks.
Once it does so, it gets activated.

Yes, Credentials is not Permissioned Domain, but it is a necessary building block for compliance, before Permissioned Domains can be implemented.
