I don't think so, they fo have a fine budget for character creation but they absolutely suck at making smart financial decisions as seen by the decline in revenue in all their games even excluding the fact gacha industry as a whole is out of fashion now. But it's a really dumb decision to make fan favourites like March and Dan just weak units, especially since there is still a sizeable amount of Chinese Women who enjoy Dan to this day alone.
