I can't see either of them doing it, neither Sylvia because she already has a more useful long term cover as a diplomat, nor Fiona because she wouldn't take a cover that puts her with children and further away from Loid. It'd be cool if the older spy that's been around since the dog arc got in though, but I don't know how hard it would be for him to infiltrate it. Sometimes it seems like they'll hire anyone and other times it looks like they strictly vet their staff.
