Some just are more postable that I can agree on, but when it comes to that much I would hope there would be more than a dozen. Why would you even save so many if you don't fancy them that much?

I would say the rarity is for story importance and with that I mean that current events main characters are 6* almost always. Don't really remember any event MC's who would not have been 6*'s. Stainless was pretty central in early Victoria, that red hair did not seem to be that important or story lead material. Of course they might do something, but she does not seem to be one of those.
