So it's referencing:
-Ratios and harmonics. As well as triangles.
-Pascal's triangle
-Nobel prizes

Then it gives you a set of numbers to work with. So far I've extracted several viable interpretations and linked some of them. Two methods would be to assume linear time and look for what was going on before and shortly after 2006. Or, to ignore time altogether, and assume you'll either get downstream products of the relevant targets for the original encoding, or that it's a nonlinear time puzzle and was referencing events that were scripted in the future. I've found aspects of both.

Just blindly treating the numbers as a grid of triangles (not outright a2+b2=c2, but the bottom two have to sum to the top number) it replicated a rune you're shown later.
