They didn't try to kill mods, they reasonably thought allowing a method for modders to be paid would incentivize and lead to better mods and then they backed out when people hated the idea instead of shoving it through like Bethesda. I can't fault them for that.
They are way, WAY more consumer friendly than Nintendo is and it's not even remotely fucking close. On top of having tons more features and games. On an infinitely better platform.
But Valve has to be, and they know they have to be, because the alternative is just that everybody would pirate.
