U.S. Congressman Joe Wilson has introduced a bill to reinstate the Jackson–Vanik amendment in order to stop trade with Russia.
The Jackson–Vanik amendment is a U.S. law that was adopted in 1974. It prohibited normal trade with countries with a "bad" (non-market) economy if those countries did not allow people to leave abroad (for example, Jews from the USSR). In fact, it was a way to put pressure on the Soviet Union.
After the collapse of the USSR, the law formally continued to apply to Russia. However, U.S. presidents "froze" it every year, which allowed trade to continue.
