Nah, they just don't know how to sell characters on anything but gameplay most of the time.
They don't put the effort in to get people to pull for characters primarily due to liking said characters.
It's a measure of their incompetence, and a testament to other games that thrive even longer despite weaker gameplay that requires FAR less from players to be competitive and 100% all rewards from all content.
