I mean, if you were put in charge of quest A, B and C, and you wanted more free time for yourself to fuck around outside of work, would you design quests that require additional work to animate and finish off their character stories or would you instead design them such that the characters never show up because they're FUCKING DEAD and so you finish your work earlier?
Either that or the execs (and not the people working on the quests) wanted them to finish that shit as fast as humanly possible and opted for the simplest quest design, which is still the latter.
